Create a user in {namespace}.

groups is read-only on create: a groups array in the body is ignored rather than applied. Assign group membership after creation with PATCH /{namespace}/Users/{id} or PATCH /{namespace}/Groups/{id}.

The user's email address is taken from userName; an emails array in the body is ignored. The 201 body echoes the attributes you sent rather than what was stored, so it can differ from what a subsequent GET returns. Treat the GET as authoritative.
